    Law of Productive Spaces: Boosting Investments in the New Industry

    The new regulation, recently approved by the Andalusian Parliament with the majority support of the PP-A, stands out for its practical approach and its goal of revitalizing and modernizing the productive spaces of Andalusia. Among its main measures, it introduces incentives, flagship projects for the industry, master plans, local offices for Productive Spaces, and other specific programs aimed at attracting investments and promoting business activity. This law will benefit 2,379 productive spaces distributed across more than 540 Andalusian municipalities, where 46,500 companies and nearly 10,000 self-employed individuals operate. These locations sustain 22% of regional employment and represent 16% of the Andalusian productive fabric. Additionally, the industrial estates of Andalusia account for almost 40% of the national total. One of the main innovations is the creation of the Protected Industrial Space designation, which recognizes and protects areas of high industrial value and significant economic and social impact. This designation will allow spaces to benefit from preferential administrative processing for the establishment of new industrial activities, as well as advantages such as expedited permits, priority in allocation to the Project Acceleration Unit of the Junta de Andalucía (UAP), and access to specific incentives. The law aims to provide a comprehensive response to the challenges faced by the business fabric, ensuring legal security and facilitating the development of new projects. To address the electrical limitations affecting the growth of industrial estates, it is planned to create an inventory of available electrical capacity, simplify procedures for new energy installations, and reserve land for industrial and energy uses, along with plans to promote electrification and industrial self-consumption. Regarding classification, the law establishes three levels for productive spaces—basic, advanced, and advanced-excellent—based on their infrastructure and services. It also introduces new labels for industrial estates: 'manufacturing', according to their industrial specialization, and 'smart', 'sustainable', or 'Eco-green', based on their adaptation to ecological and digital transition. The goal is for each estate to understand its situation and enhance its strengths. The process of drafting the law involved extensive participation, receiving 437 contributions from 22 entities and organizations, of which nearly 80% have been incorporated into the final text.
