    The future Digital Administration and Artificial Intelligence Law (LADIA), presented by the Digitalization Counselor, Miguel López-Valverde, aims to transform the digital relationship between citizens and the Administration by simplifying procedures and reducing bureaucracy in key processes such as applying for scholarships, aid, or grants. The goal is for these procedures to be completed in just five minutes thanks to automation. According to the Counselor's office, LADIA will promote a more modern, accessible, and efficient Administration, capable of anticipating citizens' needs and enhancing already implemented technological tools. Among the innovations, pre-filled forms, automatic error detection, and draft generation stand out, allowing public employees to focus on higher-value tasks and freeing them from repetitive management. Additionally, users will receive personalized notifications about new relevant calls for their profile. López-Valverde compared the digital assistant to be implemented with ChatGPT, but aimed at facilitating compliance with administrative procedures. If the citizen has already authorized the use of their data and it has not changed, the system will automatically complete the necessary information, avoiding the repetition of documentation. The law also provides for the creation of an Ethics Committee responsible for issuing recommendations on high-impact AI systems used by the regional Government. This committee, yet to be defined, will oversee the use of electronic channels such as 'Digital Account', 'Identifica', or 'Electronic Signature', ensuring simpler and more accessible communication through the combination of artificial intelligence and human oversight. The text does not include a sanctioning regime, as, according to the counselor, this issue should be addressed in future state legislation. At all times, LADIA ensures respect for fundamental rights, the protection of personal data, ethical oversight of automated systems, and transparency in decision-making. The regulation establishes a common model for managing public data, ensuring quality, traceability, interoperability, and promoting shared use and publication in open formats to foster innovation. In terms of security, the work of the Madrid Cybersecurity Agency and its 'Digital Shield' is reinforced, which has improved protection and response to incidents. LADIA advocates for the continuous digital training of public employees, citizens, and businesses for the safe and responsible use of new technologies. It also promotes innovation and business development, especially among SMEs, startups, and universities, through AI research programs and the promotion of a competitive and secure ecosystem. The law is expected to be approved by an absolute majority in the Vallecas Assembly in May and come into effect before the summer, after passing through organizations such as the Office for AI Promotion and the Advisory Council for Digital Transformation, which will be able to make contributions in accordance with European regulations.
